- Samuel worked in Anderson P. Miller's store at Miller's Tavern in 1817 and became a partner in the store the next year. In 1822 he took over operation of the tavern which became known as Burke's Tavern. He qualified as a justice of Prince Edward Co., VA in Nov 1827 until the office was terminated under the Virginia Constitution of 1851. In Oct 1830 he was captain and adjutant of the 1st Battalion of the 63rd Regiment of Prince Edward Co., VA militia. He represented Prince Edward Co. as a Whig in the House of Delegates, 1840-41.
